赫伯罗特更新运费计算方法以及伊拉克科威特目的港费用

从赫伯罗特官网获悉，从8月15日开始，由亚洲和中东去往墨西哥，加勒比地区，中南美的航线运价，将不再按进港时间（gate in full）计算，改为按照开船日（sailing date）计算，货代和外贸企业需留意。
原文如下：

we would like to inform you that as from august 15,2017 hapag-lloyd will change its current tariffing date policy from gate in full(gifu)to sailing date in the trade from asia and middle east to mexico,caribbean,central and south america.
in consequence,all shipment gated after the time this change comes into effect will be tariffed based on sailing date instead of gate in date.the change in hapag-lloyd system is expected to happen 23:00 shanghai/hong kong/singapore local time and 19:00 dubai local time.
此外，自2017年9月1日起，hapag-lloyd修改伊拉克境内dthc（destination terminal handling charge）目的港码头操作费。具体如下：usd442/20gp；usd704/40gp。
同时，自2017年9月1日起，hapag-lloyd将在科威特修改其出口文件费和进口目的地文件费，具体如下：
出口documentation charge文件费：kwd35每票。
进口destination documentation fee目的地文件费：kwd每票。
